Asian Network for Quality Award for Individuals

Preamble : This document provides an outline of how to manage the award.

Constitution of the Awards Committee

  1. An Award Committee shall be constituted for selecting the individual to be presented with the Ishikawa-Kano Gold Medal (IKA – Gold) and the Ishikawa-Kano Silver Medal (IKA – Silver).
  2. Honorary chairperson, if available shall be the mentor of the Awards Committee (hereafter called the Mentor.)
  3. The Chairperson of ANQ, in consultation with the mentor, shall invite respected and senior persons in the field of quality management as the Chair of the Awards Committee. Primary characteristic for the chair is the integrity, fairness, transparency and unflinching compliance with the letter and the spirit of the Award objectives and criteria. The invited person should have the experience of being on the panels of international awards. He or She should have received national or preferably international awards.
  4. The Chairperson of ANQ in consultation with the mentor and the Chair of the Awards Committee shall invite respected and senior people in the field of quality management as members of the Awards Committee. Primary characteristic for the members is integrity, fairness, transparency and unflinching compliance with the letter and the spirit of the Award objectives and criteria. The invited person may have the experience of being on the panels of national awards and international awards. They should have received national or preferably international awards.
  5. Besides the Chair committee shall have at least three members, but not exceeding five.
  6. The Award Committee shall be constituted every four years, with or without changes.
  7. The Committee may meet physically, or through email or videoconferences as convenient.

Criteria for selection of awardees:

Following guidelines are provided as criteria for the two awards.

  1. Ishikawa-Kano Award – Gold Medal (IKA-Gold): To be awarded to professionals from the field of quality management who made unique contribution to the cause of quality through his or her work in development of theory, application and dissemination of quality principles, concepts, and methods over a long period of time with humility and compassion. Should have contributed for over 25 years and at least in 3 countries. Potential candidate should have achieved high recognition in his own country and one international recognition through awards. The award is to be given for its international impact. Only one award to be given at a time, at a frequency of 2 to 3 years. This will become the highest-level award of ANQ and amongst the highest in the world.
  2. Ishikawa-Kano Award – Silver Medal (IKA-Silver): To be awarded to professionals from the field of quality management who made outstanding contribution to the cause of quality in their respective country and in Asia over a long period of time. The potential candidates should have received high recognition in their own country or any other country. Brief criteria for IKA-Silver medal is as follows:
    • - For academic work in advancing theory of quality and its application.
    • - For effective application of quality principles and methods through executive action and / or consultative process.
    • - For widespread dissemination of quality in their respective country and another country in Asia.
  3. Contribution of the nominee could be any one of the focus areas given above while contributing to other two areas. Up to three medals may be awarded in a year. It is desirable to maintain balance in the award of these medals amongst various member organizations to the extent possible.
  4. The current members of the Award Committee and/or the current members of the ANQ Board shall not be eligible for consideration for the Award during their terms.

Guidelines for selection:

  1. The Ishikawa-Kano Gold Medal shall be given in principle to one person at an interval of 2 to 3 years. In a given year, the Committee may also decide that no one is suitable for the Award.
  2. Only a member of the Awards Committee shall be eligible to nominate candidates for consideration. However, member organizations of ANQ may forward suggestions to the Award Committee for prospective candidates, or the Award Committee members may consult with member organizations of ANQ about prospective candidates. Suggestions for nomination should be made on the basis of criteria circulated.
  3. The Award Committee will select the awardee from the nominated candidates. They will use the criteria suggested in the Criteria Section above. Details of these criteria may be developed by the Award Committee.
  4. The Award Committee presents their decision to the ANQ Board for its concurrence.

Administration of the Awards:

  • The Ishikawa-Kano Gold Award shall consist of a gold medal together with a certificate which carries the citation. The citation will be written by the Awards Committee.
  • Ishikawa-Kano Silver Award shall consist of a silver medal together with a certificate which carries the citation. The citation will be written by the Awards Committee.
  • The Award shall be presented on the occasion of the ANQ Congress, and the citation read.
  • The individual chosen for the IKA Gold Award will be invited as a keynote speaker at a plenary session of the ANQ Congress.
  • IKA Silver Medal awardees will be invited to speak sharing his / her highlights in brief.
  • The expenses are estimated to be as follows:
    1. The Ishikawa-Kano Gold medal is estimated to cost US$ 5000 as development cost. This is to be covered by the general fund for ANQ being managed by JSQC. Each medal may cost US$ 250 to 300 per piece.
    2. The Ishikawa Kano Silver Medal is estimated to take about US$ 5000 as development cost. This is to be covered by the general fund for ANQ being managed by JSQC. Each medal may cost US$ 200 to 250 per piece. There would be up to three awardees every year. This is proposed to be covered from the respective Congress budget.
    3. The host organization of the ANQ Congress will be asked to waive the registration fee of the Award winners.

Time schedule: (From 2019 award cycle)

  • In case of Ishikawa-Kano Gold Award, the Awardee may choose to receive the Award in the following year. Ishikawa-Kano Silver Award, the Awardee to receive the award in the forthcoming ANQ Congress.
